Rewriting a PDF can invalidate signatures. Merging may not retain document-level features. Repacking and merging allow 300 pages total; rendering allows 60 pages, 16 megapixels per page, and 150 MB of image data.
Two different ways to make a PDF smaller
Lossless repacking rewrites the PDF with compressed object streams. It does not reduce the resolution of embedded photographs, so savings may be small or nonexistent. If the result grows, keep the original.
Scanned-copy mode renders every page into a JPEG and places it into a new PDF. This may shrink image-heavy scans, but it removes selectable text, links, forms, signatures, bookmarks, and accessibility structure. You must acknowledge these losses before using it.
Choosing a readable scanned copy
Lower render scale and JPEG quality reduce bytes at the cost of clarity. Test small footnotes, faint handwriting, and stamps. For searchable or accessible documents, optimize from the source application instead.
Digital signatures will not remain valid after rewriting. Do not use either mode on a signed document when signature validity matters.
Email limits apply to the whole message
Email encoding adds overhead, so a file just under a stated message limit can still fail. Leave a margin and count all attachments. For sensitive or very large files, use an approved sharing system.

One unencrypted PDF up to 50 MB is accepted. Repacking allows 300 pages and 150 MB of saved output. Scanned-copy mode allows 60 pages, 16 megapixels per page, and 150 MB of accumulated image data before PDF packaging.

Will every PDF get smaller?
